640x480 at 256 colour isn't possible with 256k.  Windows would be using
a 16-colour mode, so if you want to do that, use the XF86_VGA16 server
instead of XF86_SVGA.  To make it the default, make /usr/X386/bin/X
point to XF86_VGA16 (cd /usr/X386/bin; rm X; ln -s XF86_VGA16 X).

Make sure you have a VGA16 section in the Xconfig file when using this
server.  That chipset isn't recognised by the VGA16 server, but it will
be treated as a generic VGA.
