From the current-users mailing list (which you should read if you run
NetBSD-current):

> sleep 1000 < /dev/tty01
> stty -f /dev/tty01 clocal 
> tip tty01

Or you could use the 'ttyflags' command to set CLOCAL on the port permanently.
But I don't know whether this would hurt in other places.
