This is generally a symptom of the pccons console driver.  Your best bet
is to use the syscons driver available in FreeBSD >= 1.0 which does a better
job and offers virtual consoles as well.

If that doesn't solve the problem the most common problem is having both
X and a getty or another process both vying for the keyboard presses, and
at some point in time they both lockout all keyboard events.

Using xdm and disabling the getty on the console will fix that problem, but
you need to have another window to login in order to get that to work.  (Or
boot single user)
