In NetBSD 0.9, only partially. It does use the DCD to determine if
the line is active (assuming that you've set it to -clocal), but it
does not generate a SIGHUP when the DCD signal goes down. Charles
Hannum told me a couple of weeks ago that he was fixing this in the
NetBSD-current driver almost immediately. Unfortunately, I haven't had
time to install -current so I can't say what the state of it is now.
