It certainly can, using booteasy as your boot partition selector.  The
version I use is 1.4.  It's available at FreeBSD.cdrom.com, by anonymous
FTP.  I'm told that beta versions of os-bs will also let you boot from a
second hard disk.  Unfortunately, I can't tell you where to find the
beta os-bs.
