As installed off the bin01 distribution set, /var/spool/lock is owned by
root while tip is setuid uucp, chown uucp /var/spool/lock to fix this
problem and do the same for /var/log/aculog.

Funny, release 0.0 had some scripts in /etc to check for silly mistakes
like this that seem to be missing from 0.1 unless they are part of the
distribution I don't have room to install.
