Some may say that sendmail.cf files are not intended to be understood :-)

Anyway, if your want to understand sendmail, you've got to :
* read the files in /usr/share/doc/smm/07.sendmailop and 16.sendmail,
* if it is not enough, buy the new book on sendmail :

A must for anyone who want to understand sendmail.

But never take a sendmail.cf from anywere without studying it and modify it
according to your mail  setup. The best  way is generally to RTFM carefully
and go to /usr/src/usr.sbin/sendmail/cf.  Everything required to build  .cf
files from .mc files with m4 is explained here.
