I think that you phoneline needs pulse-dialing whereas the default for
tip is tone-dialing. Change you remote entry to ' pn=P123456789 ' and
the modem should dial correct.

Funny that tip ignores defaults settings of the modem. I set it to use
the pulse-dialing by default, but tip uses ATDT :-(
