Sorry, I think there was some misattribution which resulted in
understandable confusion as to what relevance the preceeding had to
the c.o.3.* newsgroups.  The poster, in describing an upcoming and
fairly mundane event, was tickled by an irresistable impulse to
exaggerate _Just A Little Bit_.  To translate:

Jesus is coming, but it's Jesus Monroy.  His wrath is limited to those
who's coding standards do not meet current OSI 9000 requirements, and
is not quite of the biblical proportions previously alluded to.  The
"Exodus" referred to is nothing more than the usual flight from this
newsgroup that follows one of his longer articles.

I think the bit about "trampling on God's Constitution" alludes to
bogus DMA writes on an ISA bus (the ISA bounce buffers being the
"constitution" being "trampled").  "Rapidly accelerating signs" refers
directly to the rumors that his long-awaited FDC driver is imminent.

On behalf of the original poster, I apologise for the confusion..
He's doing an act of contrition right now..
