You need to use the syscons console driver rather than syscons to get
virtual consoles.  Have a look at /sys/i386/conf/SYSCONS as a model,
adjust your own kernel config, replacing the pc0 device with sc0, and
build a new kernel.  You'll also have to modify your /etc/ttys file to
use /dev/ttyv? entries instead of /dev/console.
