I had the same problem until I surrendered and did the following.  I installed
BSD on the second drive.  Once the basic install is done, I mounted the second
drive and erased all of the files on the second drive and it has worked
great.  You can perform this workaround alot faster than experimenting with
the "official" way to bring up a second drive.
