At least for Linux, the primary requirement is that the Berkeley
Packet filter needs to be installed.  That's not a big deal, but it
has to be done by someone who knows the kernel and the networking
code.  (That's if it hasn't already been done -- there's enough
development activity in Linux that this could well have happened
already.)
