That means that you haven't compiled SLIP support into your kernel.
Your comments below would seem to validate this supposition:

You'll need to get the sources and create a custom kernel config file
for your system (in /sys/i386/conf for FreeBSD).

Put this line at the end of your config file:

    pseudo-device	sl	2

Then recompile the kernel.  When you boot from that new kernel, SLIP
should work.
