I found the problems with the modems, the RTS/CTS is not being turned on

the rc.local turns it on, but when someone loggs in , it gets turned
off (can turn it on by typing stty crtscts in the shell)
But what shoudl I set to make it stay on all the time. I looked
at our sun box and the gettytab manusl says setting ms=crtscts in the
gettytab but this doesn't work, and there is no meason in the 386bsd
gettytab manual. 
Where should the default be set so crtscts is turned on?
(runnign 386bsd)

And that you all *NOT* for telling me to Upgrade to Free/NetBSD.
