It turns out that the problem is only a problem with NCSA Telnet;
KA9Q's telnet works just fine. Unfortunately I have very little in the
way of debugging information to offer. When I log into one of our
Intergraph hosts with NCSA Telnet (which works) and I look at the
message screen I see the following:

     Trying to open TCP connection to: mining
     DO Option TERMINAL TYPE (WILL)
     IAC SB Sent type VT102
     DONT Option NAWS (WONT)
     WILL Option ECHO (DO)
     WILL Option SUPPRESS GO AHEAD (DO)
     DO Option ECHO (WILL)
     WILL Option ECHO (DO)
     DONT Option ECHO (WONT)

When I telnet to the NetBSD system, which connects but doesn't give me
a login prompt (or any other output), I see:

     Trying to open TCP connection to: epicure
     DO Option TERMINAL TYPE (WILL)
     DO Option TSPEED (WONT)
     DO Option Unknown Option (WONT)
     DO Option Unknown Option (WONT)

It looks like somebody doesn't understand something somewhere. I'm
using version 2.2D of NCSA Telnet. Has anyone any clues?
