This sounds like you have switched on some advanced features in
the Adaptec 1542C. Switch all features in the Adaptec - BIOS to
their default values ( this is in the menu option with "support for
more 2 two drives", "dynamically scan scsi-bus" .... ).
And it should run fine.
I think the next version of NetBSD will have the patch in it to
boot it also with some of the advanced features on.
