Assuming you have the source distribution, do the following:

cd /usr/src/usr.sbin/sendmail/cf/cf
make tcpproto.cf
install -c -o root -m 644 tcpproto.cf /etc/sendmail.cf

If you are a uucp site instead of a tcp/ip or slip site,
make uucpproto.cf instead.
