This only happens when I'm running X, not logging in at the console.

bash does not give me this problem, so perhaps it's tcsh related.

I cannot see the user that logged in with w. 
The garbage only seems to appear when I run a program that uses the
termcap, i.e. vi or uemacs. When I log out using ^D, it usually returns
to the normal state, but not always. Also when the garbage is on the
screen, I can type some characters only lowercase, other only
uppercase.
