One of the NCSA developers contacted me a long time ago and informed me
that NCSA telnet had a bug that manifested itself when connecting to
machines running Net/2 networking code.   This may be the same problem
you are experiencing, so my first suggestion is to make sure you have
the most recent NCSA telnet binaries.
