Once upon a time (back when I was foolish enough to use emacs :), I built
emacs several times.

One of the configuration items is "emacs can unexec on this system".  If you
don't configure that (or maybe configure not-that), it builds a system that
loads all the standard .el files when you start emacs.

I know this option was used on Apollo DOMAIN systems and VMS.

Of course, emacs is slow enough to start up anyway...  If you just like
typing "^A^K^K" to delete a line, you might try finding "mg" from some 
archive site.  It has basic emacs functionality, but doesn't include some
advanced features such as lisp interpreter, mail reader, telnet program, 
Zippy the pinhead quote generator, or "Doctor" program.
