Unless the whole config process changed (parts are modified, though),
config KERNELNAME should create one for you, as long as a line
pc0 <blah,blah,blah> is in the config script (and pccons is mentioned
in .../files.i386).
Still a valid procedure: 
rm -rf "compiledir"/KERNELNAME; config KERNELNAME; cd "compiledir"/KERNELNAME
make depend; make
"config" may be called different now, heard of config.new recently.
