To my knowledge, there is no format command for netbsd.  The problem is 
not just the lack of a user program, but also the lack of format capablity 
in the kernel drivers.

I know this ain't what you wanna hear, but you could try another disk.
If you are getting a lot of bad areas on your disk, chances are it's
getting ready to go south anyhow.
