Sorry, I lost my head for a minute.

There are many ways to do the first bit.  One is to use the software
that comes with the system, and hack the boot code so that it does
whatever Terry Lambert's does.

Another method is to use one of the many boot managers that are
available for just this purpose.  Most will do kind of what you want
without a lot of gnashing of teeth.

The second question: Yes, except during the NetBSD boot cycle, and then
only sort of.
