When you tip to the port you should get some sort of garbage when you
move the mouse.  If you do not then either the mouse is not working or
the open on the com port is blocking because carrier-detect is not
asserted.  I fixed my mouse port (NOT a ps/2 one but serial) by
setting my mouse serial port to be bi-directional, that way an open on
the port will not block.
