I have seen this file before (the same one) at some internet site a while back, so I doubt this person was the creator of the message. The first time I saw it, I thought it sounded like an intriguing idea until someone explained it to me. This person may have just found it lying around, and not knowing any better, think it is a great idea and decide to post it. I think that explaining to him that it is illegal in the US is a good idea, but talk of getting him banned and harrassing him is crazy.
