It's there in the sources.  Do a make in /usr/src/libexec/uucp.
You also need to use the sendmail sources to build a uucp style config file 
for sendmail.  (I think in usr.sbin/sendmail/cf ...)

(Yes, I had the same problem when I switched from 386bsd to Netbsd.)
