Are you sure that slattach has not drop DTR?
slattach does drop DTR for me 100% of the time.
Quick dirty solution is to set the modem to 
always assert DTR up.
I use a cisco router with slip service. Basically,
when we connect to the router we type "slip" and the
router gives us a temporary ip address.

slattach -c -s 19200 /dev/com1
ifconfig sl0 inet ip_address_given ip_address_given 255.255.255.0
route add default ip_address_given
