How about running Gopher as an ftp gateway? That gives you an excellent set 
of clients (PC, Mac, VAX/VMS, Unix, etc.), "stateless connections" (like fsp 
does), and other benefits too numerous to mention. For an example, see the 
Info-Mac archives at sumex.

Gopher will do a lot more than just provide ftp access, of course. If you 
are not familiar with it, ftp to boombox.micro.umn.edu, /pub/gopher/docs and 
get the PostScript document GopherGuide_Apr??.ps for an overview.
