As long as you have installed the etc01 distribution, look in
/usr/othersrc/public/mtools-2.0.5.  You will find a README and man
pages for all the mtools utilities.

If you didn't install etc01, you can get a later version (mtools-2.0.7)
from /386bsd on alpha.gnu.ai.mit.edu which is Charles Hannum's
excellent ftp site for ported 386bsd software.

BTW, you should really ask this question in comp.os.386bsd.questions
rather than here and any follow-ups are directed there.
