I had this working some time ago using tip (cu would probably also work) and
expect.  Basically the trick is to get expect to use tip to call you back
and then go away after you are connected.  We installed an 800 number
because we give people modems for home so we can get more work out of
them and to do this effectively you need to remove as many barriers
as possible :-).
