I mailed a response to Michael, but decided to post my mail as I think
I have it pretty well outlined here.

I have a T2500 connected to a 16550 buffered port, locked at
19200 baud.  My modems issue answer tones, but the dialin modem drops
carrier as soon as it detects carrier.

/etc/ttys entry.
tty01	"/usr/libexec/getty t19200"	dialin on

/etc/gettytab entry.        # patched getty to allow 8N1 dialin.
t19200:\       # author is: Felix Gaehtgens (felix@ikf.physik.uni-frankfurt.de)

I am using cgd's com-driver with patchkit-0.2.1 and kernel PL at 110.
I initialize the port in /etc/rc.local with:
# Setup bidirectional modem port
/sbin/comcontrol /dev/tty01 bidir	# modem 1
stty -f /dev/tty01 19200 cs8 hupcl -clocal

2 key registers in the T2500 that have some effect are:
S130=1, DSR on when answer tone
S131=1, DCD on only when remote carrier

If you see similarities to your config, please let me know.
