Don't know about the 386 stuff, but I think I can answer the 4.4 questions:

It's not out yet, but should be soon

Last time I heard, you still require a USL (AT&T) license before you
can get 4.4

>Who do I call for the licenses?

Here's the stuff that preceded the 4.4-alpha cover letter.
They should be able to give you more info:
