the .h files in question are part of the binary distribution.

get .../unofficial/bin-h.cpio.Z from agate.berkeley.edu or a mirror,
and cpio -idalmuv it from /


you'll also need a virgin /dev/MAKEDEV, i think, available from
.../filesystem on agate.
