Define portable in more detail. If you mean 'portable between
different CPU architectures': well, why might it be called *386*BSD?
The code is derived from the NET/2 release, which contains (incomplete)
code for HP300, VAX and 386. Look there for porting attempts to other
architectures.
If you define 'portable' as running on different PC architectures:
The initial design was for ISA based systems, and it is known to run
on many EISA based motherboards. Microchannel work is under way.
A number of standard components are supported, for instance
most common video boards, Adaptec/Future Domain SCSI, different SCSI
CDROMs, a large number of MFM/RLL/ESDI/SCSI/IDE disks. There are
still some problems with some nonstandard PC systems, for instance
some Compaqs. This will be repaired, or is already.

386BSD is an autonomous kernel, it does not run under Mach. However,
there is a Mach UNIX server (BNR[234]SS) which was first ported
to accept 386bsd-0.0 filesystem and processes, so it is possible that
Mach and 386bsd are at least not conflicting, when on the same
disk partition.

The number of postings should have decreased for the last few
weeks, because the 386bsd people now have their own newsgroups.
comp.unix.bsd is now again left to the readers and writers who
deal with *.*BSD in general.
The 386bsd-related newsgroups are not called comp.unix.*,but
comp.os.386bsd.*, these are:

comp.os.386bsd.announce (moderated, new "official" software)
comp.os.386bsd.bugs (bugs and fixes)
comp.os.386bsd.apps (applications)
comp.os.386bsd.development (the hacker's circle :-))
comp.os.386bsd.misc (anything not fitting elsewhere)
comp.os.386bsd.questions (what you really wanted to know, ask here)

It is just that there are still sites where these groups are not yet
known, so eventually you'll find questions on 386bsd still in
comp.unix.bsd.
