Nope, nothing in the patchkit enables CSLIP, but it fixes regular slip.
I think Rich Murphey made some stuff available on ref.tfs.com for 
compressed/dial-in slip, but don't ask me where, cause I don't know.

Yes, it REALLY improves matters using compressed slip.  The overhead is
much less.  You might want to look into TERM (a program written by
a Linuxer which serves a similar purpose)  Can't remember his name
off the top of my end (O'Reilly is the last name, I think), and his
program is supposed to work very well, and doesn't require root privs.
