In my experience, this  is common behavior.  Your port was reset, not the modem.
SunOS exhibits the same behavior.  If you think about it, it makes sense.  If
you have some important application at the far end of the connection running
and your machine resets for some obscure reason, you would _probably_ like
to pick up the 'conversation' where it left off.

This and a buck and a half will get you a cup of coffee!
