I had the same problem... I decided it was the localbus hardware.  It works
pretty good on my Gateway 2000 486-50DX2.  I also heard of a friend that was
working on some localbus code so that he could run it on his Gateway 2000 
486-??? (with localbus.)

I also tried replacing the video card on the 486-66V with a regular VGA
card on the ISA bus... no good either.
