After a suggestion by Linda Tamara Bresler (ima@wam.umd.edu) I replaced my 16450 UART with a 16550 and the problem went away (In fact it works quite well :) David Fox (dfox@quack.sac.ca.us) also pointed out to make sure that you are using the correct port (outbound/outbound) or else the command may hang.
